an 'anger problem'.

If someone said to you, "So-and-so has an anger problem" what would you think that means?

What would you mean if you said it?

*I* would mean that they had a hair trigger temper and were doing things that hinder their own life and are detrimental to the lives of others either physically or emotionally.

I think it's a euphemism for "bad temper".

That they choose harbor their anger rather than dealing with it and resolving it in a healthy manner.

I would say someone has an anger problem if their anger interferes with normal everyday activities (theirs or their family's) on a regular basis.

I'd define it as someone who has a very quick temper and is fast to lash out at the smallest of stimulants (even if others have no idea what caused the reaction). They are very slow to let issues drop, and frequently will explode at a reminder of a past event that made them upset. I do not think of someone who desires to be mean, or enjoys being worked up but someone who truly has no control over his/her anger and temper, and would change it if they knew how.
